CHAPTER ONE
INTRODUCTION
Background of the study
The establishment of good government in every society relies on the proficient and productive delivery of services to its residents. The provision of such services is more effectively carried out by a branch of the government known as the civil service. The civil service is the administrative bureaucracy of a country that is tasked with the job of executing and enforcing government policies and initiatives. Consequently, in order to accomplish the state's policy goals, the civil service must be well aware of its duties and obligations. The civil service is renowned for its ability to ensure efficiency in the operations of governments worldwide. Akowa (2023) defines civil service as a sector of government employment where workers are hired based on their professional qualifications and shown merit through competitive exams. It also refers to the group of employees working in any government agency, except the military.
.Intriguingly, Ayodele (2024) observed that the challenges of development and stability of the polity depends a great deal on the efficient, effective, mobile, and accountable public service system. The civil service is normally the thinking arm of the sovereign nations, and often draws from a country’s most unique talent pool; from its established centers of knowledge production- the universities, the research centers and the entire schools system. It generates ideas to create and continuously renew the charter and mission of nationhood. Adebayo (2023) observed that civil service is not a creation of modern times but rather has its roots and dates back to the times of ancient civilization. With the emergency of modern states and the development of parliamentary system of government, the civil service evolved as the bed-rock of the executive arm of government. Therefore, for the Millennium Development Goals (MDGs) to be realized in the 21st century, the roles of civil service must not be underestimated.
Contextually, the civil service in Cameroon is structured into various ministries, departments, and agencies responsible for implementing government policies and delivering services to the public. These include sectors such as health, education, finance, agriculture, and many others. Overtime, The Cameroonian government has initiated various reforms aimed at improving the performance and professionalism of the civil service. These reforms include measures to strengthen recruitment processes, enhance training and capacity-building initiatives, promote transparency and accountability, and combat corruption and nepotism. Recruitment into the civil service is typically based on competitive examinations, qualifications, and merit. These examinations are organized by the National School of Administration and Magistracy (ENAM), which is responsible for training civil servants and conducting exams for entry into the civil service. The government invests in the training and development of civil servants to enhance their skills and competencies. ENAM and other training institutions provide ongoing training programs for civil servants to improve their performance and adapt to changing needs and priorities.
Bizarrely, over the years, research has found out that the civil service productivity and performance continue to dwindle, the reason was partly due to the lack of commitment on the part of the civil service to government work and low morale of the civil service. This situation has hamphered service delivery in the public sector. Therefore, there is the need to restore confidence and morale among the working force in order to meet up with the Millennium Development Goals (MDGs). Thus, the goal of this paper is to interrogate the reasons for poor service delivery of the civil service, the damages such inefficiency has caused the society and the need to re-invent civil service for better performance in the 21st century
Statement of the problem
It is no doubt that effective and efficient service delivery has become veritable tool for national development and evidence of good governance. However, the inefficiencies within the civil service of Cameroon pose significant challenges to the effective functioning of government institutions and the delivery of public services. These inefficiencies, stemming from various causes, have far-reaching consequences that affect governance, socio-economic development, and citizen well-being.
One of the primary causes of inefficiencies within civil service in developing economies is political interference as posited by Festus, (2021). Political patronage often leads to the appointment of unqualified individuals to key positions based on loyalty rather than merit, undermining the principles of professionalism and competence. This interference hampers the ability of civil servants to perform their duties effectively and impartially, thereby eroding public trust in government institutions. Additionally, corruption within the civil service exacerbates inefficiencies by diverting resources away from essential services and projects. Bureaucratic red tape and cumbersome administrative procedures provide fertile ground for corrupt practices, including bribery, embezzlement, and nepotism. As a result, valuable resources are misallocated, projects are delayed or poorly executed, and public trust in government institutions further diminishes. Furthermore, Udoka (2019) opined that inadequate training and capacity-building initiatives contribute to inefficiencies within the civil service. Many civil servants lack the necessary skills, knowledge, and tools to perform their duties effectively, especially in rapidly evolving fields such as technology and public administration. Without adequate training and professional development opportunities, civil servants struggle to adapt to changing demands and deliver quality services to the public.
Consequently, the impact of civil service inefficiencies are profound and multifaceted especially its hindrance of a country's ability to address pressing socio-economic challenges such as poverty, unemployment, and inequality. Citizens' access to essential services, including healthcare, education, and infrastructure, is compromised, leading to a decline in overall well-being and quality of life. To buttress further, Fadawa (2021) maintained that, civil service inefficiencies contribute to waste and mismanagement of public resources, hindering sustainable development efforts and undermining investor confidence. Inefficient procurement processes, lack of accountability, and weak oversight mechanisms result in cost overruns, project delays, and substandard infrastructure projects, further exacerbating socio-economic disparities and perpetuating a cycle of underdevelopment.
Although studies have been conducted in other developing countries like Nigeria regarding bureaucracy and public service delivery, there is paucity of data on causes and consequences of civil service inefficiencies in Cameroon. Addressing these inefficiencies requires an evidence based approach with empirical recommendation. Against this backdrop, this study seeks to investigate causes and consequences of civil service inefficiencies in Cameroon.
Objective of the study
The objective of this study is focused on a critical analysis on the Causes and Consequences of Civil Service Inefficiency in Cameroon. Specifically, the study seeks to

1.5 Research hypotheses
Ho: The level of civil service inefficiency in Cameroon public institutions is low.
Ha: The level of civil service inefficiency in Cameroon public institutions is high.
1.6 Significance of the study
The practical significance of studying the causes and consequences of civil service inefficiencies in Cameroon lies in its potential to inform targeted reforms and interventions aimed at enhancing the effectiveness and efficiency of government institutions. By identifying the root causes of inefficiencies, such as political interference, corruption, and inadequate training, policymakers and stakeholders can develop evidence-based strategies to address these issues and improve governance and service delivery. For instance, implementing merit-based recruitment processes, strengthening anti-corruption measures, and investing in training and capacity-building initiatives can help build a more professional and competent civil service capable of meeting the needs of citizens and driving sustainable development. Ultimately, such reforms have the potential to enhance public trust in government institutions, promote socio-economic progress, and improve the overall well-being of the population.
The theoretical significance of this study lies in its contribution to the broader literature on governance, public administration, and development. By examining the specific context of civil service inefficiencies in Cameroon, this study can offer valuable insights into the underlying mechanisms and dynamics that shape bureaucratic performance and effectiveness in similar contexts. Moreover, by drawing on theoretical frameworks from disciplines such as political science, economics, and public policy, this study can help elucidate the complex interplay between institutional factors, political dynamics, and socio-economic outcomes within the civil service. Through rigorous empirical analysis and theoretical synthesis, this study can advance our understanding of the challenges and opportunities associated with bureaucratic reform and governance improvement in developing countries, thereby contributing to the broader scholarly discourse on state capacity, public sector management, and development effectiveness.
1.7 Scope of the study
The scope of the study borders on the causes and consequences of civil service inefficiencies in Cameroon. The content scope will investigate various factors contributing to inefficiencies within the civil service, including political interference, corruption, inadequate training, bureaucratic red tape, and resource constraints. It will examine how these factors interact and manifest within the Cameroonian context, shaping the functioning of government institutions and service delivery. The study will assess the impacts of civil service inefficiencies on governance, socio-economic development, and citizen well-being. This includes analyzing how inefficiencies hinder effective governance, undermine public trust, impede service delivery, contribute to misallocation of resources, and perpetuate socio-economic disparities. Geographically, the study focuses specifically on Cameroon's Civil Service in Beau Municipal, considering the unique political, social, and economic context of the country.
1.8 Limitations of the study
While the study aims to provide a comprehensive analysis, certain limitations may arise, such as constraints related to data availability, access to certain regions or institutions, and the inherent challenges of measuring and assessing corruption. Firstly, limited availability of data or access to official government records may constrain the depth and breadth of the analysis. Due to the case study approach focusing on specific Civil servants in Buea Municipal, the findings may lack generalizability to other regions or countries. Therefore, caution will be exercised in extrapolating the results beyond the study context. More so, the study's sample selection process may introduce bias, as certain communities or demographic groups may be overrepresented or underrepresented. This could affect the validity and representativeness of the findings. Limited time and resources may restrict the scope of the study, impacting the depth of data collected and the comprehensiveness of the analysis. This could result in overlooking certain aspects or dynamics relevant to the research questions. Despite these limitations, the researcher will acknowledge and address these challenges transparently to enhance the credibility and rigor of the study.
1.9 Definition of terms
Civil Service: Civil service refers to the administrative branch of government responsible for implementing government policies and delivering public services. Civil servants are typically employed by government departments and agencies.
Inefficiencies: Inefficiencies refer to shortcomings or weaknesses within the civil service that hinder its ability to perform effectively and efficiently. This may include factors such as bureaucratic red tape, corruption, lack of accountability, inadequate training, and resource constraints.
Political Interference: Political interference occurs when political actors exert influence over the civil service, often leading to appointments, promotions, or decision-making based on political considerations rather than merit or competence.
Corruption: Corruption involves the abuse of entrusted power for private gain, which may manifest within the civil service through practices such as bribery, embezzlement, favoritism, and nepotism, leading to the misallocation of resources and distortion of public policies.
